the importance of the role MWR plays in the support of military
families. He established the Coast Guard’s initial agreement
with the Boys and Girls Clubs of America (BGCA), enhancing
youth programs for all Coast Guard families. He budgeted,
lobbied, and obtained approval to provide grants to four Coast
Guard sites with youth programs affiliated with BCGA. These
programs provide military youth with development programs
and activities to help them face the challenges of military
family life.
The mission of the Coast Guard MWR program is to “uplift
the spirits of the Coast Guard family and be an essential element
of Coast Guard readiness, retention and resiliency,” Scheer said.
His own strong commitment to service inspired his daugh-
ters to choose careers of service, including his daughter Petty
Officer Heather Scheer, currently an active-duty member of
the Coast Guard. “I was so fortunate to be able to work in
the same service as my dad,” she noted. “His dedication and
compassion to serve the Coast Guard in any capacity is inspir-
ing. I know he directly contributed to the Coast Guard being
a stronger and more resilient service.”
