- Qualified readers include Army, Air Force, Navy, Marine Corps and Coast Guard MWR directors and directors of personnel and community affairs (DPCAs); managers and operators of clubs (officers', consolidated/ community, NCO, enlisted), lodging (lodges, guest houses, BOQs, BEQs and other housing), foodservice, catering and recreational facilities at U.S. military bases worldwide; Class Six, package store and beverage outlets; procurement agents for these facilities; headquarters executives in charge of these organizations (including IMA and CNI); policymakers, agency directors, base commanders and installation managers; and others allied to the field.
